Buying a Used Car in Egypt: A Foreigner’s Guide

Buying a used car in Egypt is very doable for a foreigner, and plenty of expats do it. What makes it risky is not the language or the paperwork on their own. It is that you are making a large purchase in a market you do not know yet, from a seller you cannot easily check. This guide covers where to look, what paperwork to expect, what can go wrong, and where an independent inspection fits.

It is general guidance, not legal advice. Requirements can change and can differ between traffic departments, so confirm the details with the traffic department or a local adviser before you pay.

Before you start: what you need as a foreign buyer

As a rule, registering a car in your own name needs a valid residence permit or visa, so a tourist cannot normally do it. Check your status first. If you are not yet eligible, ask an adviser what your options are before you pay for anything, because the seller remains the registered owner until the transfer is completed.

Also decide how you will pay. Many expats pay in cash or by bank transfer, since car loans for foreigners are often restricted. Agree the payment method in writing, and never hand over the full amount before you have the paperwork in your hands.

Where to look for a used car in Cairo

  • Online listings. Marketplaces such as ContactCars and YallaMotor list cars from both private sellers and dealers.
  • Showrooms. They offer choice and convenience, but remember the showroom is selling the car.
  • Private sellers. Often cheaper, and you may meet the person who actually drove the car, but you take on more of the checking yourself.
  • Word of mouth. Colleagues, neighbours and expat groups often know of cars for sale, and some sell when they leave the country.

We go into the options in more detail in where to buy a used car in Cairo.

The paperwork to ask the seller for

  • The car’s registration (ownership) paper, the original, not a copy.
  • A valid technical inspection certificate for the current licence period.
  • Proof that fines and fees are settled. Unpaid traffic fines or overdue registration fees usually have to be cleared before ownership can be transferred.
  • The seller’s ID. Check that the name matches the registration.

Check that the chassis and engine numbers on the paperwork match those on the car. A mismatch is a serious warning sign. Our inspection includes this check.

How ownership is transferred

In general, the buyer and seller, or people authorised to act for them, attend the traffic department together. The car is usually checked before a new registration is issued, and the paperwork is completed there. A written sale agreement with the price, the names of both parties and the date is a sensible addition. A licensed notary or a local legal adviser can help, and an Arabic-speaking contact is especially valuable when you review the documents.

Do not hand over the keys and the money and plan to sort out the transfer later. Until the transfer is recorded, the car is still legally the seller’s. For the full process, see how to buy a car in Egypt.

The risks that cost foreign buyers the most

  • Hidden accident damage. A badly hit car can be repaired and repainted until it looks perfect.
  • Flood damage. Water damage tends to show up months later in the wiring and electronics.
  • A tampered odometer. The mileage you see is not always the real mileage.
  • Prices that are higher for you. Sellers sometimes quote more to buyers who seem unfamiliar with the market.
  • Cleared fault codes. The computer may hold warnings that were deleted just before you arrived.

Most of these cannot be seen in a short viewing, and none can be judged from the advertisement. This is the area where an independent check helps most.

Why get the car inspected before you pay

An inspection by someone who is not selling the car gives you facts about its condition, written down. At Guarantee Car Service we check the chassis, the paint thickness, the engine, the gearbox, the suspension and brakes, the electronics and the computer, plus the odometer and the numbers against the papers. You receive a written report with photos.

We do not sell or repair cars. We are paid only to tell you what we find. You can read the details in our guide to the pre-purchase car inspection in Egypt or compare options in how to choose a car inspection company.

The inspection can take place at our centre in Nasr City, or an engineer can come to the car through our mobile inspection anywhere in Cairo, Giza and nearby areas. Our team can answer your questions in English.

A simple order of steps

  1. Check that you are eligible to register a car in your name.
  2. Set a budget that includes the price, registration, insurance and a small reserve for early repairs.
  3. Shortlist two or three models and read about their known issues.
  4. View the cars in daylight and ask for the paperwork.
  5. Book an independent inspection before paying a deposit.
  6. Use the report to negotiate, or walk away if it shows serious problems.
  7. Complete the transfer at the traffic department with the seller present, and arrange your own insurance.

Insurance and renewals

Insurance does not transfer from the seller, so you will need your own policy. Registration has to be renewed every year, and renewal usually requires a valid technical inspection and cleared fines. Ask the seller when the current licence expires so there are no surprises.
